# 2.中華紙漿股份有限公司

中華紙漿2022年有四筆環保違規紀錄，包含三筆空污異味超標、一筆排放廢水超標，另外有五筆違反勞基法、七筆違反職安法的紀錄，其中一筆空污異味超標罰金高達108萬。華紙的異味問題，長期影響周邊居民空氣品質，也是民眾陳情的主要對象，自2007年有違規紀錄以來，中華紙漿每年都有因違反空污法第20條第1項，排放空污超標被開罰，只是當時還沒有公開裁處事由，無從得知確切的違規情形，但從2017-2022年的裁處事由可看出，每年都因異味超標被開罰，顯然異味問題長期未獲得有效解決。而排放廢水超標也是長期以來的問題，除了2007年、2010年，每年也都有與排放廢水超標相關的違規紀錄。

另外，在資訊揭露透明度的部分，華紙揭露法遵的數量較其他企業完整，多數企業都是以收到罰單時間為主，僅揭露當年度收到的罰單，而華紙不僅計算當年度的罰單，連當年度違規，隔年才收到的罰單也一併計算，且還有合併計算海外地區的罰單。可惜的是，由於僅概括性的揭露總裁罰金額及次數，並未說明違規情形及如何改善，所以無法清楚了解台灣及海外廠區各別的違規及改善情形。（詳見[附錄六](/2024-corporate-sustainability-reporting-tracker/liu-fu-lu/fu-lu-liu-zhong-you-hua-zhi-yu-tai-tang-2022-nian-de-huan-jing-cai-chu-ji-lu.md)）

從媒體報導可見花蓮環保局近年針對中華紙漿加強稽查與管制，亦邀請專家學者協助輔導改善，華紙也承諾願意改善，但相較同產業其他企業，有多家早已投入技術與資源，處理造紙製程廢水中，高濃度的硫酸離子問題，並有顯著成效，華紙長久以來的污染問題尚未解決，恐怕更應向業界請益，而非成為仿效的對象。
