能轉盟自2015年至今進行過三次縣市政府能源治理評比，範疇從一開始以住商部門節電為主，逐漸擴大涵蓋再生能源發展及更廣泛的氣候治理面向。評比指標則持續著重在治理架構如何將民間社會力納入政策決策與監督平台、擴大政策社會溝通和參與的深度與廣度，以及各項計畫之間的相互協調與整合，強調縣市政府做為地方各種資源與網絡節點匯聚的核心角色。

綜合評比與相關國際案例研究經驗，我們觀察到地方政府在淨零轉型工程中不可取代的特殊位置，以及淨零之於地方發展的意義，其如何作為促成在地社會、產業轉型的驅動力，我們認為這些重要性應該被辨識出來並置於政策規劃的核心，以助於發展出因地制宜、多元兼容的轉型策略。
