# 一、制定健全的法治基礎

自治條例是引導縣市政府打造健全淨零治理機制、建立有效政策工具，並引導各局處共同落實淨零目標的關鍵。截至2023年10月為止，已有臺北市、高雄市通過相關自治條例，新北市、臺中市、嘉義市、臺南市則正在訂定階段，其餘多數縣市仍未開始研擬。能轉盟認為，健全的淨零自治條例，不該僅是象徵性的政策宣示，因此除了將2050淨零目標入法之外，也應包含中期減量目標，並完整納入各局處責任、確保足夠的治理層級，也應將公民參與、公正轉型列為政策規劃的必要考量；在各部門策略上，延續能轉盟過去長期關注之議題，提出應優先針對運輸、建築及用電大戶再生能源義務等面向，透過自治條例訂定出相關政策擬定之核心原則，並納入有效的管制目標，才能有助於讓各項減排策略能與淨零目標保持一致、真正落實淨零。
