# 應規範公有建築及一定規模以上既有建築進行能耗揭露

要達成建築淨零，建築能耗的盤查是首要之務，有了相關資料，才有辦法據此進行以科學為基礎的政策規劃。要求建築公開其能源使用情況，可使政府能夠精準地監測和評估建築的碳排放情況，並引導建築業採取更節能和低碳的措施。<br>

目前不同縣市對於建築能效揭露的規定範疇有所不同。比如臺北市、新北市皆規定公有建築及一定規模以上之建築物需要進行能耗揭露，然而臺中市、臺南市及高雄市卻僅規定「新建」公有建築物及一定規模以上之建築物需要進行能耗揭露，並無規範到既有建築。能轉盟理解對於既有建築，要求能耗揭露並不容易，但是相較於私有建築而言，公有建築政府的強制力有合理介入的空間。因此能轉盟認為，首先應優先揭露既存公有建築的能源耗用情形，再進一步揭露較大規模私有建築物之能源耗用。

* 案例六：《新北市氣候變遷因應行動自治條例》（草案）第14條，本市公有建築物及達一定規模建築物應設置智慧化能源調控系統、再生能源發電設施及儲能系統，並公開及標示建築能源耗用資訊。<br>

此外，在推動能源轉型的過程中，為確保能耗資訊的透明公開，針對需要公開能耗資訊的建築，建議安裝智慧電表。透過智慧電表的應用，不僅能掌握能源使用數據的真實性，有助於防止虛報能源耗用的情況出現，同時可減少相關單位因需要進行複查而耗費的人力資源。
