# 主責淨零之專責單位層級應為副市長以上，且須具備整合跨局處業務之行政量能

目前修訂中的地方政府自治條例及草案明列各局處負責工作，然而淨零議題涉及的議題廣泛，為確保各局處皆被納入淨零路徑中，地方政府須具備整合跨局處業務的行政單位，並在推動淨零轉型工作上具備充足行政量能。因此能轉盟建議，自治條例中應建立專責淨零之行政單位，並將層級拉至副市長以上，確保地方在淨零議題上有充足的人力編制，如此除有助於統合協調各部門資源，更能完整納入各局處推動的淨零角色，促進氣候政策主流化。
