# 報告摘要

本報告分析2024年台灣四大永續獎的評選機制與得獎企業，在法規遵循與氣候績效上的表現，揭示永續獎評選機制中的漂綠漏洞及氣候行動不足的問題。報告透過三個案例指出，刻意隱匿資訊、揭露不實及長期排放污染的企業，仍能年年獲獎，且透過行賄撤銷違法紀錄，塑造永續假象遭起訴的企業，也沒受到撤獎或任何處置。凸顯出評選機制不夠嚴謹，也缺乏對重大爭議事件應變的能力，這樣的永續獎恐失去公信力與鑑別度，淪為漂綠的工具。

在氣候績效方面，檢視了39家獲獎的排碳大戶，發現多數雖有淨零承諾，但整體減碳行動明顯不足。多數企業的能源效率進步有限，節電目標僅符合法規最低要求，再生能源使用率仍普遍低於1%，未來再生能源佔比目標不足，缺乏具體可行的低碳轉型路徑。此外，仍有11家獲獎企業使用燃煤，卻未提出汰除時程，甚至有燃煤用量不減反增的情形。這些獲獎企業的永續表現理應優於產業平均，但若實際上的氣候行動都如此消極，要達到2050淨零排放的國家目標將更加艱難。

值得注意的是，國際主流永續評鑑機構如MSCI、Sustainalytics、標普全球（S\&PGlobal）與富時羅素（FTSERussell）等，皆已將「反貪腐」、「環境污染管理」、「商業倫理」納入關鍵評分項目，並對重大爭議事件採行降評、除名等機制。相較之下，台灣的永續獎評選制度忽視違法紀錄、未將重大污染或揭露不實行為納入評分或排除條款，也未設立撤獎機制，已與國際趨勢脫節。

因此，本報告呼籲永續獎主辦單位應修正漂綠漏洞，強化評選嚴謹度，建立重大違規排除條款及撤獎機制，確保獎項公信力與鑑別度。企業則應強化誠信治理機制，杜絕貪腐與漂綠行為，制定具體、可衡量的低碳轉型計畫，並加以落實，以提升國際競爭力。政府部門除應提出具體的產業低碳轉型戰略，亦須要求揭露污染、工安、職災等違規紀錄及氣候績效指標，並填補國營事業與未上市櫃企業的監管漏洞。

唯有誠實揭露、落實轉型、強化監管，再加上與國際接軌的評選機制，方能重建永續評比的公信力，讓真正投入氣候行動與負起社會責任的企業獲得肯定，建構反漂綠生態系，邁向真正的永續轉型。
