# 三、缺乏預算審核機制及充足且穩定資金來源

1. 預算未能對齊淨零目標與執行方案\

   目前各地方政府的能源與氣候治理相關業務、計劃與預算編列，除臺北市另有由主計處列出的氣候預算別冊外，大部分縣市皆匯整於溫室氣體減量執行方案中；然而不管是台北市的氣候預算或是其他縣市的執行方案中的預算編列，都沒有起到有效整合、審核及管考的作用。\

   編列氣候預算的目的，是為了整合氣候政策相關業務，並檢核當年度的執行方案，能否達到地方政府當年度的淨零目標，以進一步調整下一階段的執行方案。然而於地方政府減量執行方案的報告中，我們僅見部分縣市提出2025年的減碳目標，過程中不同部門的各年度氣候目標為何，執行方案的減碳力度是否足夠，也無從評估。執行方案與淨零目標呈現脫鉤的情形。<br>
2. 缺乏充足且穩定的資金來源\
   \
   部分地方政府的自籌財源偏低，過度依賴中央補助。淨零排放是長期計畫，若無穩定的經費，易有行動中斷之虞，導致無法達成階段性的目標。例如民國107年至109年中央編列75億元給地方做住商節電，但在民國110年僅剩1億元。在申請中央提供的補助之餘，地方政府應透過開發、編列更多的自籌財源，更積極擔任政策的主動規劃者。
