# 政策制定應該因地制宜，考量區域發展特性

由於天然條件、產業型態與人口結構等差異，各縣市溫室氣體排放情形、減排優勢與挑戰也會有不同，根據各縣市第二期溫室氣體減量方案，臺北市主要排放源為服務業（75.88%）、新北市主要排放源為住商部門（39.39%），桃園市、高雄市、臺南市以及臺中市主要排放源則皆為工業部門；各地區因地方發展情況不同，排放源結構隨之不同。此外，各縣市自然社會條件亦不同；如臺南有漁電共生議題、臺北有關渡濕地保育議題、亦有些縣市具有較強的農業或觀光產業，因此淨零政策及自治條例應以在地性的角度訂定之。

* 案例一：日本島根縣將此因地制宜的概念放入其《能源自治基本條例》中。第15-3 條 : 「市長策訂能源基本計畫時，應鑒於位於地區之能源會因地區自然社會條件不同，以因應該地區自然社會條件及特性之形態應有的利用方式，及依照生根於地區之主體力求地區發展來考量推動。」
