# 應規範不同類型的建築分階段達到一定能效標準

能轉盟建議，類似於對用電大戶的再生能源義務規定，不同類型的建築物也應分階段達到特定的能效標準。以《臺中市發展低碳城市自治條例》草案為例，新建建築物需要依照其規模分級，並獲得合格級以上的綠建築標章以及建築能效標示四級；對於公有建築則需要達到鑽石級綠建築標章和建築能效標示一級。然而，臺中市的做法僅規範至新建物，建議各縣市皆應完整規範各類建築物皆能分階段達到能效標準。<br>

根據《新北市2050淨零暨氣候行動白皮書》，到2030年，公有建築需要實現碳中和，而新建建築則需要到2045年達到淨零排放並符合能效1+級的標準。在這個背景下，能轉盟認為在制定淨零自治條例時，縣市政府應該全面考慮既有的淨零轉型目標與策略，以避免法規和政策之間的落差，從而確保建築業界在能源使用效率方面朝著一致的目標邁進。
