* 案例十一：溫室氣體歷史清單：\

  在氣候預算前期準備之前，建議建立溫室氣體排放歷史清單，用於盤點出各部門的歷史排放量，以找出優先減排的項目作為估算氣候政策的基礎，和訂定各階段目標與排放限制。\

  以挪威的環境署為例，他們於2015年起將溫室氣體排放清單分為9個項目（工業、燃油和燃氣/能源供給/暖氣/道路交通/水上航運/航空/其他燃氣燃油等運具/農業/廢棄物與廢水），然後在這些項目下再分小項目對各行政區做盤點，並每年使用最新的方法論進行盤點。

1. 建立氣候預算專責單位：\

   氣候預算和其他預算的編列程序相近，應建立一個專責單位，負責協調地方的氣候政策進程和氣候預算編製。\

   以奧斯陸為例，市長負責推動氣候變遷行動，環境部副部長負責氣候行動的規劃和執行，財政部副部長負責氣候預算。氣候部門是為了促進跨部門倡議與實現氣候目標，計算減排量，為利害關係人提供技術支持和建議，負責起草預算文本，並發佈預算的編訂指引和格式。<br>
2. 界定氣候預算範圍：\

   預算範圍是縣市府機關排放亦或是整個行政區（包含住商及社區）？是直接排放或包含間接排放？氣候預算除了減排是否也包含其他氣候目標？<br>
3. 氣候預算納入市府的財政預算：\

   預算的指導文件應規定每個行政部門提出氣候行動方案，方案負責人如何以及何時回報成果。
