# 應因應在地區域特性強化管制策略，如貨運業、物流業排放量較高之縣市，應要求優先使用電動或零碳燃料車輛
各縣市淨零自治條例應根據不同縣市之產業別、住商類型擬訂合適的法規，因應在地區域特性強化管制策略。就運輸業來說，中央相關的規定較少，因此縣市政府有較多可著墨之處。貨運業、物流業較發達的縣市，如桃園市、高雄市等，應要求業者優先使用電動或零碳燃料車輛；客運、運輸業發達的縣市，如臺北市、新北市等等，應積極汰換高碳排車輛。
* 案例五：《臺北市淨零排放管理自治條例》（草案）第17條，一定規模以上之計程車客運服務業、物流業及外送平台業，應優先使用電動或其他新興能源運具。市府應輔導前項業者符合電動或其他新興能源運具占比標準。
在特定區域貨運業和物流業的排放量較高，對於碳排放淨零目標的達成可能帶來挑戰。在配套措施上，可以透過提供獎勵或補貼來鼓勵企業升級車輛，同時設定明確的目標，持續推動漸進式的轉型。能轉盟也建議縣市政府建立相關的基礎設施，以支援電動或零碳燃料車輛的推廣。例如，增加充電設施的節點，提供便捷的充電服務。此外，還可以透過與相關行業合作，推動技術創新和研發，鼓勵更多的電動或零碳燃料車輛進入市場，包括與車輛製造商、能源公司等進行合作，促進淨零交通方案的發展。
最後，必須建立監測和評估機制，定期監測排放量的變化，並根據情況進行調整和優化，以確保推動貨運業和物流業能源轉型政策的有效性和可持續性。
